An Application Development Framework (ADF) provides a programmatic structure for software developers to create new functionality or leverage existing tools within the ADF. ArcGIS Server has a Web ADF that is available on different development platforms. They are the designed for ArcGIS Server Java and ArcGIS Server for the Microsoft .Net Framework.
